The Town Council is made up of 14 Councillors who are voluntary, although they can choose to receive the allowance that is now available to them to cover Council-related costs such as stationery, telephone bills, travel, etc. Councillors represent different wards of the Town. The North Dorset (Electoral Changes) Order 2014 abolished the 5 wards of Blandford Forum and created 4 wards as follows: Blandford Central, Blandford Hilltop, Blandford Langton St Leonards, and Blandford Old Town Ward. The Mayor and Chairman roles will be filled by one Councillor or, in exceptional circumstances and on the ruling of Council, the role may be split and filled by two Councillors. The same applies to the Deputy Mayor and Deputy Chairman of Council. The Chairman is responsible for ensuring that effective and lawful decisions are taken at meetings of the council and that Councillors are fully informed in order to make those decisions. The Chairman is often the public face of the Council and attends many functions arranged by local organisations throughout their year of office. It is a demanding role, but one that is very worthwhile as there is so much contact with the public. In the absence of the Mayor, the Deputy Mayor will preside at meetings and attend functions. However they do not wear the robes or chains of office as they are only deputising for the Mayor.
The Town Council’s Officers are made up of a team of 15 staff.
The Town Council's executive officer is the Town Clerk whose duties include the carrying out of all the functions, and in particular to serve or issue all the notifications required by law of a local authority. Blandford Forum Town Council’s Town Clerk is Linda Scott-Giles and is responsible for ensuring that the instructions of the Council in connection with its function as a Local Authority are carried out. Linda leads a team of 11 full-time and 3 part-time staff plus the honorary roles of Mace Bearer, Deputy Mace Bearer, Town Crier, and Deputy Town Crier. The Town Council’s Assistant Town Clerk works alongside the Town Clerk to ensure smooth and effective daily running of the Town Council. Blandford Forum Town Council’s Assistant Town Clerk is Leani Haim. Leani provides full administrative support to the Town Council for all aspects of its operations including the administration of the Council’s Cemetery, the operation and maintenance of a computerised cemetery data base, and has responsibility for the Administrative Assistant and Bookings Receptionist.
The Grounds & Properties Manager is responsible for managing all aspects of the Town Council’s Grounds and Property Portfolio and manages and ensures compliance with relevant health and safety regulations and codes of practice with due regard for the health and safety and welfare of all Council employees, contractors, visitors and users to Council venues. Blandford Forum Town Council’s Grounds & Property Manager is Jon Goodenough. Jon leads a team of 4 groundsmen, 3 caretakers/grounds assistants and the Grounds & Property Supervisor.
The RFO is responsible for the proper administration of the Town Council’s financial affairs under the line management of the Town Clerk who retains overall financial control. Blandford Forum Town Council’s RFO is Jenny Tempier. Jenny ensures the smooth and effective daily financial running of the Town Council.
The Project Manager acts as the lead officer on the Town Council’s major projects and also seeks external funding for existing and future project initiatives. The Town Council’s Project Officer is currently prioritising the transfer of amenity land at the Badbury Heights development and the redevelopment of the Corn Exchange.
The Grounds & Property Supervisor plans work schedules and communicates these with the staff, ensuring all works are carried out to a high standard. Blandford Forum Town Council’s Grounds & Property Supervisor ensures that the Council’s leisure and recreation facilities and open spaces are maintained to a high standard, specifically the upkeep of the Cemetery for which the Town Council often receives praise.
The Bookings Receptionist carries out general reception duties and operates and maintains the computerised bookings system for the Town Council’s venues, Shambles and indoor market stalls including the administration and liaising with hirers and council staff. Blandford Forum Town Council’s Bookings Receptionist also carries out general typing and office duties.
The Mayor’s Secretary maintains the Mayor’s diary, correspondence, organisation and attendance at civic events as well as other office duties.
The Grounds Staff undertake the maintenance and upkeep of the Town Council’s leisure and recreation facilities, and open spaces, together with all the Council’s buildings under the training and guidance of the Grounds & Property Manager. Blandford Forum Town Council has 3 full-time Grounds Staff and one part-time member of Grounds Staff who all ensure that the Town Council’s facilities are maintained to a high standard.
The Caretakers ensure that the Town Council’s buildings and landholdings are maintained to a high standard and prepared for their varied uses under the training and guidance of the Grounds & Property Manager. Blandford Forum Town Council has 3 full-time Caretakers who all attend to the security, cleaning and maintenance of the Council’s buildings and grounds and the preparation of the buildings for hirers.
